PCB and Lead Soil Stabilization and Remediation

Panther was contracted to perform a lead contaminated soil stabilization and offsite disposal project at a former scrap iron processing facility. Several thousand tons of soils were impacted with high lead levels in addition to PCB contamination. Due the levels of lead present in the soil, Panther was required to treat the soil with a stabilization agent to ensure that the soil did not exceed TCLP standards at the disposal site. During the course of the project, Panther surgically separated known source areas that had been pre-characterized by others such that multiple waste streams and re-use options where created involving both non-hazardous and hazardous wastes. Approximately 1,000 tons of PCB and lead impacted soil were removed from the site while an additional 2,000 tons were acceptable for on-site re-use. The work involved shallow cuts over large areas using dozers and off-road vehicles to move the soils about the site. Upon completion of the excavation, stabilization and off site disposal work, a six (6) inch layer of dense grade aggregate and 4 asphalt cap was placed on the site for subsequent use as a parking lot for an adjacent company.
