PCB Drum Dump Site

Panther was awarded the contract for the removal of RCRA and TSCA regulated wastes, wetland restoration and stream bank stabilization at the H. K. Porter Drum Dump Site in Aliquippa, Pennsylvania. The project included the excavation, handling, loading, transportation and offsite disposal of approximately 37,000 tons of TSCA Regulated Waste and 150 tons of residual waste; the excavation, backfilling and grading of 8,500 cubic yards of RCRA material, the closure of ten (10) abandoned wells, the restoration of one and a third (1 1/3) acres of wetlands and the stabilization of 3,200 square yards of stream bank. All materials, including contaminated water were sampled and analyzed for characterization, then staged for offsite disposal at an appropriate facility. The water was treated onsite and discharged into Scotts Run or disposed of offsite. Panther constructed and maintained several access roads to facilitate the excavation and handling of the materials, installed a decontamination pad, installed an onsite scale house and implemented an approved Soil Erosion and Sediment Control Plan. The site was cleared and grubbed, approximately four (4) acres, the existing retention basins onsite were maintained and utilized for water control. Scotts Run, the stream that bisects the site, was relocated in a three (3) phase plan and then returned to its original steam bed. After the retention basins were removed and the stream bank stabilized, Pantherl removed the access roads and completed the restoration and revegetation of the site. All work was performed under supervision of an onsite PADEP representative in compliance with pre-approved plans and all applicable environmental laws.
