| Panther
offers a variety of industrial cleaning and maintenance services to
our clients throughout the Northeast, many of which have been long-term
clients. Brief descriptions of Panther's
industrial services follow throughout this section.
Air-Moving
Air-moving, or pneumatic conveyance, is a highly efficient and versatile
process for removing salvageable materials or industrial waste contained
in tanks, containers, surface impoundments, and/or process vessels.
Using suction velocities of up to 150 mph, air-movers can convey
almost any material that will fit through an eight-inch hose over
a distance of up to 1,000 feet, depending on the material's weight.
Material or waste is deposited into truck-mounted collector modules,
drums or other intermediate containers for transportation to its
ultimate disposition.
Panther's crews deal with a wide range of materials: wet,
dry, non-hazardous, and hazardous. Consistency can range from fine
powder to bricks. Specialty applications include the unloading and
reloading of tower packing, process vessels and water treatment
vessels. We also provide vessel-to-vessel transfer, drumming of
accumulated materials, and associated transportation and disposal.

High Pressure Water Washing
High-pressure water washing, is a safe, cost-effective method of
cleaning interior and exterior surfaces, process configurations,
and other vessels. This is the most common industrial cleaning service,
applications of which can be applied to just about every process
plant or client facility. The process itself removes various deposits,
and other built-up material by using water at varying pressures
and flow rates. Panther utilizes
equipment, which allows multiple angle cleaning with and without
oscillation via the use of swiveled tips.
Panther's pressure washing has
many other broad range applications, including the cleaning of floor
grates, tank shells, masonry surfaces, steel piping and other building
surfaces. The number of applications is only limited by the imagination
of the technicians applying the services.
Liquid Vacuuming
Liquid vacuum trucks (conventional vacuum trucks) efficiently and
cost-effectively remove and transport liquid and semi-solid waste
materials, both hazardous and non-hazardous, from surface impoundments,
tanks, and other vessels. They are also frequently used in spill
clean-up actions and for in-plant hauling or transfer of most liquids
and sludge. Many of the units used by Panther
have full rear-opening doors, facilitating clean out at the conclusion
of a project.
Sludge Pumping
Sludge pumping solves difficult sludge conveyance problems. Panther
utilizes pumping systems that can move large volumes of highly viscous
liquids with a high solids content as high as 30-percent solids.
Panther uses both stand-alone,
self-contained units and others that can be driven directly from
the hydraulic system of an air-mover.
Steam Cleaning
Steam cleaning effectively cleans heat exchangers, removes tar or
pitch from concrete, removes high paraffin oil from surfaces, and
removes residues from process equipment. Steam cleaning can also
maintain a specified temperature during hydrostatic testing. Cleaning
pressures can range from 600 to 2,000 psi at 30-60 gpm. The temperature
can range from ambient temperature to 250° F (dry steam). The
addition of specialty chemicals (detergents, degreasers, mild acids,
and bases) allows maximum cleaning effectiveness on individual assignments.

UST and AST Tank Cleaning
Tank cleaning involves the removal of sludge and residual products
from the interior of storage tanks to allow inspection, repair,
and/or product changeover. Panther
offers turnkey services that will assist in meeting stringent federal,
state, and local regulations. These regulations pertain to emission
reductions, waste minimization and required inspection/repair intervals.
Panther's services include tank
emptying, extraction of solids, gas freeing, confined space entry,
temporary storage of sludge, sludge processing, waste transportation,
tank cleaning and recertification, as necessary.
Panther has a comprehensive mix
of tank cleaning technologies and service capabilities.
Panther can clean any size tank
and process the associated sludge. Tank cleaning utilizes a wide
array of other service offerings including liquid vacuuming, pressure
washing, steam cleaning, grit blasting, temporary storage and roll-off
services, dewatering and sludge processing, and transportation.
Depending on the reason for cleaning the tank, demolition and decommissioning
services might also be required as in the case of facility or terminal
closure. These services are later described herein.
Degassing and Odor Control
Fugitive emissions and odor control have become significant issues
relating to the tank cleaning process. While this is particularly
true in New Jersey, this issue is arising in other areas of the
United States as well. Panther
can utilize portable vapor oxidation systems (PVOS), which are completely
mobile degassing and odor control systems, allowing clients to comply
with air quality regulations. Additionally, Panther
can utilize trailer-mounted carbon systems, carbon units, catalytic
oxidizers, and mobile propane fueled flares (stack heights to 100
feet) during tank degassing operations, as necessary.

Civil
+ Remediation Services |
These services
include excavation, site preparation, grading, and utility work.
Panther has a highly trained staff
of project managers, equipment operators, and administrative personnel
capable of design assistance, execution, and management of projects.
Project experience includes pond / lagoon construction, clean-out,
and closure; landfill construction, management, and closure; industrial
and commercial site preparation, grading, and utility work; heavy
construction; concrete work; facility maintenance; and sanitary and
storm sewer construction. Cost-effective solutions are provided through
a comprehensive package of services, including planning, development,
construction, and maintenance services.

Utility Locating Services
Panther
performs both surface and subsurface utility locating services using
a variety of methods. The first phase of surface locating utilizes
techniques and instruments developed and perfected by the geophysical
prospecting industry, allowing technicians to identify the horizontal
trace of the line prior to actual digging. The second phase of subsurface
locating utilizes a highly specialized method of air vacuum excavation,
which exposes the utility line, enabling an exact visual determination
of its location, with little disruption to existing land uses or
highway traffic and no damage to the utility line itself. This technology
or "soft dig method" is most effective when used during
the preliminary engineering phase on projects where utility conflicts
are likely to occur. Panther
clients benefit from these services through significantly reduced
construction delays and contractor claims caused by unexpected conflicts
with utilities during construction.
Abatement Services
Abatement is the removal of asbestos containing materials and other
contaminants from buildings, other structures and equipment. Panther's
abatement services include asbestos abatement,
lead paint removal, contaminated dust abatement, biological decontamination
and solid and liquid hazardous and non-hazardous waste handling.
Because Panther
can provide asbestos abatement in addition to demolition services,
many of the abatement projects we perform are in conjunction with
demolition activities. By including these services within one contract,
Panther
is able to reduce the cost to our client through better utilization
of resources, improved coordination, and shortened project duration.
Landfill and Lagoon Closure
As an adjunct to its civil and environmental contracting services,
Panther
can provide its industrial clients with outsource alternatives relating
to the management of on-site industrial landfills. A comprehensive
service package is offered, including solid and liquid waste management,
capping, transportation and hauling, waste inspection to insure permit
compliance, leachate monitoring, and site landscape maintenance. Panther's
management has managed closure of a number of on-site industrial landfills
under such comprehensive programs.
Panther
also has extensive experience in landfill closure services. Such services
include construction of RCRA landfill caps, synthetic liner systems,
clay-liner systems, leachate collection systems, soil-layer covers
and other remediation and closure services. We can also team with
regional engineering firms, as necessary, to provide clients with
turnkey solutions to their needs in the area of landfill and surface
impoundment closure. This approach minimizes unnecessary additional
management of these components by our clients. Several innovative
approaches have been taken to landfill closure, including use of facilities'
waste streams as part of the landfill cap.
Panther
also maintains sludge ponds for a number of our industrial clients.
This outsourcing strategy includes waste management, periodic clean-out
(as required), site landscape maintenance, and other supporting services.
As ponds or lagoons become full, excavation equipment can be used
to remove material and restore capacity.
Similar to landfill closure services, Panther
has extensive experience in closing lagoons, ponds and other surface
impoundment's. Services include sludge removal, capping of the impoundment
and final reclamation of the site. These services complement our civil
construction services, which include the construction of lagoons,
aeration basins, settling ponds and other surface impoundment's.
On-Site Waste Management Services
Panther
provides its clients with comprehensive turnkey solutions to their
waste stream management needs. Our personnel have the experience to
manage and transport waste generated by the facility, determine the
appropriate classification, prepare manifests and other shipping documents,
and ensure that material is sent to a client-approved disposal facility
or an appropriate recycling facility.
Panther
is also experienced in managing on-site drum pads and plant environmental
operations; lab packing; on-site landfill operations and maintenance;
sludge dewatering and processing; and transportation of hazardous
and non-hazardous materials. This range of experience gives Panther
the ability to develop innovative solutions for our clients and to
offer the highest quality value-added services.
Site Remediation Services
Panther
provides remediation services ranging from simple soil excavation
projects to complex programs requiring a combination of technologies.
The Panther
team is experienced at remediating soil and groundwater contaminated
with a wide variety of petroleum products, low-level radioactive waste,
heavy metals, chlorinated and non-chlorinated solvents, pesticides
and polychlorinated biphenyls (PCBs). Our experience includes both
established remediation methods and innovative techniques. Not only
do we offer a full range of remedial services, we have the knowledge
and experience to determine the most efficient, cost-effective solution
to meet your needs.
Panther's personnel have utilized a wide variety of methods to successfully remediate contaminated sites. Panther effectively applies these services to remove multiple forms of contamination from both soil and groundwater mediums.
Panther offers several innovative in-situ bioremediation and oxidation/reduction techniques, which have proven to be highly successful in remediating sites contaminated by BTEX and chlorinated solvents without producing harmful by-products. These technologies dramatically decrease contaminant concentrations in less time and at considerably less cost than pump and treat processes. Members of Panther's management team recently demonstrated an ex-situ chemical oxidation technology at a site in Northern New Jersey. Contamination levels of CVOCs found in soils were reduced by 99% within three months of treatment where initial concentraations exceeded 20,000 mg/kg.
Innovative approaches may include in-situ oxidation of organic compounds using hydrogen peroxide, potassium permanganate, and/or persulfates; in-situ reduction using sodium metabisulfate for hexavalent chrome reduction and/or hydrogen release compounds for reductive dechlorination of chlorinated compounds; and in-situ/ex-situ bioremediation using custom inoculated bacteria, PermeOx Plus® and enzyme reduced nutrient aids. Additional innovative ex-situ techniques include a PCB dechlorination technology applicable to concrete surfaces and contaminated soils. These techniques have successfully been used for removal of PCE, TCE, vinyl chloride, hexavalent chromium, BTEX, MTBE, and PCBs, among other constituents.
Underground Storage Tank Capabilities
Panther's
underground storage tank (UST) program includes a complete range of
services for the remediation of UST leaks, as well as for the investigation
and remediation of soil and groundwater contamination via relationships
with consulting engineering firms and/or in house personnel. The emphasis
of Panther's
program is on tank system management, treatment technology, remedial
design, construction management, and permitting.
Panther
has conducted multi-site, multi-task UST projects from initial assessment
(using consulting support) through the actual removal and disposal
operations. Panther
personnel have also performed subsequent closure and remediation activities.
Other UST activities we have performed include: hazardous and chemical
waste management, preparation of treatment and disposal technology
evaluations, remedial action plans and designs, and closure paperwork.
Sludge Treatment / Handling
Panther's
sludge handling services include management of solids generated from
the treatment of organic waste and surface water from treatment facilities.
The solids are identified, classified and processed into environmentally
useful biosolids that meet statutory limits for organic, inorganic,
and trace heavy metal concentrations. Sludge are sampled to determine
the most cost-effective methods for transportation, processing, regulatory
compliance, and recycling through land application programs. Modern
equipment and management techniques are used to dewater and process
sludge for site-specific projects. Panther
maintains relationships with vendors capable of providing a modern
fleet of roll-off boxes and vacuum transport vehicles for liquid sludge
and dewatered solids. We can tailor a biosolids management program
to meet the unique needs of our clients, including composting, heat
drying, lime stabilization, and land application.

Industrial
/ Commercial Redevelopment |
Panther's
Industrial Redevelopment Program assists our clients in "recycling"
contaminated industrial sites back to productive use. Through this
program, Panther
can remove cost and risk uncertainties by providing fixed pricing
for site remediation and demolition. Our group provides a full scope
of services to assist our clients with the disposition of multiple
site portfolios.
Decontamination and Demolition
Decommissioning follows the decision to close an industrial facility
and is defined as the close of operations; the removal of process
equipment, buildings, and structures; and site cleanup and remediation.
Panther
is one of few companies with the technical resources to perform an
entire site decommissioning project, from decontamination and "make
safe" activities, to facility demolition. In cases where tank
cleaning services are performed in connection with facility closure
or the planned phase-out of a storage tank, Panther
is able to perform the demolition and decommissioning phases, along
with the cleaning, as a single contractor.
All of our decommissioning projects begin with an investment recovery
audit. This involves the assessment of the quality, value, and type
of materials/equipment that may be recovered from the site. Panther's
capabilities enable us to recover value from process equipment, building
components, and ferrous and non-ferrous metals. The proceeds from
the sale of these assets can be applied directly to the project, thereby
reducing the final cost to our client.
The sophistication of the demolition process is a function of the
size and complexity of the project. Small scale projects involving
the demolition of minor structures may be carried out using commonplace
machinery, equipment, and methods. Larger more complex projects may
require extensive pre-project process engineering and specialized
operation procedures, machinery, and equipment. As a result, project
managers and site personnel must have a technical understanding of
structural design, project scheduling and worker health and safety.
Panther's
team of experienced project engineers, project managers, site supervisors,
foreman, equipment operators, laborers, and support staff have this
knowledge. These professionals have years of experience competently
and professionally managing complex and environmentally sensitive
demolition projects.
